How to fix 0xc0000135 error?

laptop running windows 7

I am getting the 0xc0000135 error when I try to start a few minor programs on my system, but now I can't start my financial programs.

when i google the error, i find A LOT of people that want me to download this and that.

anyone else have this error?
can I solve it without rebuilding the system?

my husband is an IT manager and my own geek squad, but i'm also on the bottom of his to-do list.

That is a software error, which means that the program you are trying to use hasn't initialized properly.  I think the cause of this error maybe due to the fact that you haven't installed the latest Microsoft .Net framework on your laptop.
